New developments in the legal frameworks in the EU and in relation to Scottish implementation. Europe has long been very important in the Public Sector procurement area and this continues apace but further developments are likely by the time Lynn speaks to us about how these changes to the legal environment will impact all associated with public policy and procurement. It is also clear that the experience of Holyrood will also have an impact on policy and practice. These are areas where Lynn has significant experience from her base in the Department of Law at Glasgow University as well as publishing in the area of construction law. |

Gordon Beatty N Glasgow Healthcare Trust |
NHS Scotland : National Procurement Strategy Framework. NHS Scotland has a £1b non-pay expenditure budget. For many years there was little formal co-ordination between procurement teams. Local teams had developed good local initiatives however there was no clear mechanism for sharing best practice. A national contracting body was established which had mixed success and there was tensions between local and national procurement strategies. In late 2002 the procurement community came together to implement a National Procurement Strategy which had to cover the main challenges it faced. Gordon Beattie, Head of Procurement for North Glasgow Trust will provide an over-view of how NHSS achieved consensus on this strategy and how this has shaped the current National Procurement project for NHS Scotland. |

| 7-May-03 | Professor Richard Hall | Dick has recently retired from his CIPS sponsored Chair at Durham but a project he worked on there continues on and this is what he will discuss. It is called the Hollywood Effect JV and argues that for certain business situations there is an alternative to other organisational forms through setting up a limited life company to deliver against agreed targets and then disband. It challenges many of our current pre-conceptions and forces us to consider again what companies are for. |
